Grant and Donations Funds

The funds are a category of Special Revenue Funds that track donations or grants received by the City that are restricted to be used for only the purposes outlined in the grant awards or terms of donation. The City separates the funds from other Special Revenue funds because, while some grant programs will receive annual awards, these awards are not guaranteed until granted by another agency or organization. Other awards are considered one time and will not be received again. Because of this the City will adopt the budget appropriation at the time the grant or donation is awarded under Budget Policy.


In the schedules below, we have separated the Foundation for Excellence (FFE) Aspirational Program fund from other grant and donations funds. FFE is currently operating under a memorandum of understanding and is subject to approval by the Foundation for Excellence Board of Directors. As discussed above, budget for the grants and donations is adopted with the acceptance of the awards by budget policy. The 2023 budget reflects only those expenditures for payroll or operating costs from grants previously awarded. The remaining program budgets will be adopted at the time of award acceptance.


Unexpended grant funds that are not expired will carry forward into the next fiscal year. The amended budget below represents those grants newly awarded or carried forward from 2022.

Neighborhood and Community Development

The Neighborhood and Community Development Fund is used to account for a variety of federal awards programs, including Community Development Block Grant, housing development, rental assistance, blight, and several other programs.


Note, the Housing and Urban Development Grants are awarded annually on a July - June fiscal year. These grant awards generally allow for a 3 year expenditure cycle.


The excess expenditures over revenues in the 2023 proposed budget represents the planned use of prior fund balance.

Economic Development Programs

The Economic Development Programs Fund is used to account for monies appropriated by the City Commission for economic development activities, such as business loans and loans to the Economic Development Corporation component unit.

General Grants and Donations

The Grants and Donations Fund is used to account for a variety of local, state, and federal award programs, including Parks and Recreation youth development programs, Public Safety JAG and COPS grants, and various donations received that are restricted for a specific purpose.


The excess expenditures over revenues represents the planned use of fund balance for previously received donations.
