Special Revenue Funds


These funds are used to account for specific governmental revenues that are restricted or committed to expenditures for specific purposes other than capital projects, the retirement of debt, or permanent funds. Special revenue funds include the Major Street Fund, Local Street Fund, Cemeteries Fund, Solid Waste Collection Fund, grant and donations funds, the Kalamazoo Municipal Golf Association, and various other funds supporting economic development, community planning and development, and public safety.

Major Streets Fund


The Major Streets fund provides for a variety of street repair and maintenance activities including snow removal, pothole patching, street resurfacing and construction, shoulder grading, replacement of curb and gutter, storm sewer repair and maintenance, pavement painting and marking, replacement of street signs, and maintenance of traffic signals.


Revenues received include state- shared gas and weight taxes, local contributions, etc. This is a Special Revenue Fund because it is used to control the expenditures of motor fuel taxes, which are earmarked by law and the state constitution for street and highway purposes, and is required by Act 51 of the Pubic Acts of 1951, as amended.


The Budget is separated below into:


  • Operating Budget which is the funding and expenditures for the administration, repair, and maintenance of the City's Major Streets.
  • Capital Improvement Program which is the planned improvements of the City's Major Streets.

Local Streets


The Locals Streets Fund accounts for the construction, maintenance, and repairs of all local streets. Financing is provided by state-shared gas and weight taxes, local contributions, etc. This is a Special Revenue Fund because it is used to control the expenditures of motor fuel taxes, which are earmarked by law and the state constitution for street and highway purposes, and is required by Act 51 of the Pubic Acts of 1951, as amended.

Solid Waste


The Solid Waste Fund accounts for revenues provided by a special tax millage for the collection and removal of solid waste. This millage was authorized by a vote of the people. This fund is classified as a Special Revenue Fund because of the limited usage of the assets in this fund.

Cemeteries


The Cemeteries Fund is used to account for the earmarked revenues set aside for the purpose of operating the City’s cemeteries. This fund is classified as a Special Revenue Fund because of the comparatively limited usage of the assets in this fund.

KVET Drug Enforcement Fund


The Drug Enforcement Fund is used to account for all proceeds of forfeited property seized in connection with a violation of the controlled substance statutes, Public Act 135 of 1985 (MCLA 333, 7521-7524). This fund is classified as a Special Revenue Fund because of the limited usage of its assets.

Kalamazoo Municipal Golf Association (KMGA)

The Kalamazoo Municipal Golf Association Fund accounts for monies used for the operation of three golf courses in the City of Kalamazoo. The courses are operated under contract.
