Overview

Through the Illinois “Achieving a Better Life Experience” ABLE plan (“IL ABLE”), the Office of the Illinois Treasurer helps to empower people with disabilities and their families to save their own money to increase their independence.

 

IL ABLE accounts give people with disabilities and their families greater financial independence while preserving benefits. A high-quality, low-cost IL ABLE savings and investment account can be opened by an eligible individual, or Authorized Individual, at any time, no matter what state you live in.

 

Earnings and withdrawals are tax-free when used for qualified disability expenses, including housing, transportation, education, assistive technology, medical care, daily living expenses, and more. In 2026, a change in federal law expanded ABLE eligibility to people whose disability began before age 46, opening access to about 6 million more people nationwide, including many who were previously excluded because their disability began after age 26.

 

Illinois taxpayers can take a state income tax deduction for contributions made to any IL ABLE account.

Total Assets and Funds

IL ABLE helps individuals with disabilities and their families save and invest for qualified disability expenses without risking certain federal benefits.

Since the program launched in 2017, thousands of Illinoisans have opened IL ABLE accounts and saved millions of dollars to support their independence, health, and quality of life. Today, more than 8,500 people in Illinois have IL ABLE accounts, with more than $121 million saved.

 

IL ABLE offers flexible savings and investment options to meet different needs and goals. Account owners can choose from six risk-based investment options, ranging from an Aggressive option that seeks higher potential returns to a Conservative option that focuses on preserving assets. Illinois ABLE accounts and balances are capped at $100,000 without affecting SSI.
