The state has set up the framework for counties to implement 5 Star Programs which encourages businesses to implement safety measures beyond what is already required by public health orders and guidelines that will help slow the spread of COVID-19. In doing so, businesses will be able to accelerate their reopening. Certified businesses are eligible for less restrictive capacity caps. 5 Star certification reassures employees and customers that businesses are adhering to enhanced guidance to prioritize the health and safety of staff and customers. The program is completely voluntary.

If the state approves Gilpin County’s 5 Star Program, Gilpin County businesses would be able to operate at a level below their current designation. For example: Gilpin County is presently in the “Level Orange” designation. If the State approves Gilpin County’s 5 Star Program AND a business receives the appropriate certification, the certified business could operate at the Level Yellow restriction level. When Gilpin County drops to the Level Yellow restriction level, that certified business could then operate at Level Blue restriction levels.

Industries that have been allowed less restrictive operating levels from the state, such as restaurants, are able to apply immediately. The applications and site inspections will be conducted though no changes in operations will be possible until Gilpin County is officially approved for the 5 Star Program.

The application details the enhanced mitigation protocols that businesses must follow for inclusion in the 5 Star program.

5 Star Administration Committee review of applications will begin the week of February 4.

Within 72 hours of application submittal, site inspections will be scheduled.

Site inspection reports will be sent to the Administration Committee for final review.

Once state allows the program to function in Gilpin County, businesses who have been pre-approved, can operate at a level less restrictive than the current status ONLY UPON receiving certification from the Administration Committee.

Upon successful application and inspection, applicants will receive a 5 Star Certification Signage and begin operating under the 5 Star parameters immediately. The 5 Star Certification Signage must be posted in a highly visible location at every entrance to the establishment.

* Businesses that pass inspections CANNOT operate in a level less restrictive until the state allows Gilpin County to operate the program.
