Fund Balance Details and Variance Explanations

Supplemental Information on Fund Balance Variances (+/- 10%)

General Fund:

City Council approved a cost-of-living inflationary increase of 7% for FY 2023 to be funded with prior year fund balance

Additional payroll increases due to step plan implementation for police and emergency services




Food and Wine Fest:

Food and Wine Fest will use prior year fund balance to fund FY 2023 expenditures



Electric:

Power purchases and transmission provider fees are not included in the fund balance calculation



Water:

City Council approved a cost-of-living inflationary increase of 7% for FY 2023 to be funded with prior year fund balance





Water and Wastewater Capital Project Fund:

Funded with prior fiscal year 2018 Water Utility Revenue Bond proceeds fund balance



Sanitation:

Sanitation Fund expenditure increase in FY 2023 is the landfill Cell #9 Design & Construction, which will be funded with prior year fund balance




Drainage:

Drainage Fund expenditure increase is the $350,000 funding for the North Llano Shared Use Bridge Project, which will be funded with prior year fund balance




Debt Service:

Variance due to prior year fund balance use to fund FY 2023 debt payments, reducing the amount of property tax needed in FY 2023



Tourism:

Tourism Fund will use prior year fund balance to fund FY 2023 expenditures



Animal Shelter:

Animal Shelter funded with prior year donation



Parks & Recreation Special Revenue:

Funded with donations and will use prior year fund balance to fund FY 2023 expenditures
