Administration Department
DESCRIPTION
Administration consists of the City Manager’s office, City Clerk as well as the Administrative Services Department, which includes Finance, Human Resources, Communications, and Strategy & Military Partnerships. These offices provide support services to all City departments for such issues as oversight of public communications, personnel functions, benefits management, strategic planning and implementation and financial functions including: cash management and investments, accounting, financial reporting, budget, debt management, payroll, accounts payable and insurance. Additionally, the City Clerk maintains City records, issues business licenses, and provides Council support, in addition to other duties.
MISSION STATEMENT
Administer the daily operations of the City. Provide service with integrity, professionalism and accountability in an efficient, cost-effective manner. Assist Council in formulating goals, policies and programs.

PERSONNEL HISTORY
2021/2022 - HIGHLIGHTS -The following highlights accomplishments in the department's efforts in supporting the City's vision and strategic priorities.
• Negotiated and entered into Intergovernmental Support Agreement with Fort Carson to provide General Facility Construction Services..
• Continued to lead City emergency response related to COVID-19 pandemic and impacts on City organization.
• Refreshed and launched a significant update to the MyFountainCO App on Iphone and Android, providing additional quick access to city services
and push notifications to the public.
• Ongoing routine participation in Civil-Military meetings around the Pikes Peak Region, to include the Area Chiefs of Staff (ACOS), Defense Mission
Task Force (DMTF), Community Relations (ComRel) and the Colorado Springs Military Affairs Council (COS MAC).
• Completed implementation of the 2019-2021 Strategic Plan.
• Earned GFOA Awards for excellence in financial reporting and budgeting.
• Reviewed and implemented a new Employee Policy Handbook
• Successfully implemented a new City Council Meeting automated system that updated vote recording and Council agendas, as well as standardized
all Council Meetings as hybrid (in-person and virtual participation options).
• Ongoing communication and support efforts related to PFAS education and communication.
• Led City Council, staff, and the public through a one year long, four phase strategic planning process. Developed, coordinated, and published

2023/2024 GOALS - The following goals evidence the department's efforts in supporting the City's vision and strategic priorities.
• Support implementation and tracking of the City of Fountain Strategic Plan 2022-2024.
• Earn awards through the Governmental Finance Officers Association for both the Comprehensive Annual Report and the Budget document.
• Review and update the City Communications Policy
• Review and update the City Financial Policies
• Support Community Events and programs, to include: Community Night in the Park, Trunk-or-Treat, Fountain Fall Festival, Thunder. in the Valley,
Veterans Day, Memorial Day, and other events in the Fountain community.
• Analyze, select and implement a Human Resources Information System to create administrative efficiencies and improve the employee experience.
• Successfully enter additional Intergovernmental Support Agreements to the City’s portfolio
• Ongoing focus on support for Strategic Priorities.
