About the Fund
Storm Drainage capital improvement projects are funded by storm drainage area charges and a General Facility Charge (GFC) based on equivalent residential unit (ERU) of 3,000 square feet. Storm revenues are receipted at the time of final plat for residential developments and at building permit for commercial or stand-alone residential development not associated with a final plat. Revenues in this fund are used enhance the City’s storm system infrastructure through system wide capacity and replacement projects.
The six-year Capital Improvement Program (CIP) of the Surface and Stormwater Management Plan and Capital Facilities Element sets the path for projects within this fund. The list of eligible CIP projects is updated annually and provided to the Mayor and City Council for approval. Most projects identified over the past several years have been completed with grant funding.
Storm CIP
The programming is set to annually complete projects as well as issues that develop over time based on the age of the storm drainage system.
We program retrofits as time and grants allow. As we are continually looking to upgrade the 20+ year old systems to today’s standard there are over 50 systems that could use retrofits. Small systems in individual neighborhood issues also creep up where we look to manage, mitigate and enhance neighborhood systems.
Storm Facility Retrofit
Retrofits pertain to existing ponds we try to upgrade and search out grants to assist in cost sharing.
Small Neighborhood Projects
Small Neighborhood Project programming is for site specific needs as they arise related to storm water management.
Miller Street Conveyance Improvements
Design 2023: $20,000
Construction 2024: $135,000
Miller Street had ditches which are mostly filled in with pipe and we have issues. We were going to work with Seattle University program to design improvements at reduced rate.
