Countywide Revenue and Expenditures

The chart below provides an overview of projected revenues and anticipated expenses for the 2023 fiscal year as compared actual revenues and expenditures from prior years. Of note are one-time revenue increases that resulted from federal Coronavirus Aid, Relief, and Economic Security (CARES) Act dollars received in 2020, American Rescue Plan Act (ARPA) dollars received in 2021 and 2022, and the bonding revenue received in late 2021 that is funding construction of the County's new Public Works facility. Expenditure increases across the 2020-2023 timeframe are associated with onetime projects associated with these one time revenues.


Based on a projection of relatively flat revenues and continuing high inflation for 2023, departments were directed to reduce spending where possible, and delay projects not absolutely essential to maintaining services to our citizens. By planning for very conservative expenditures in the upcoming year, the County anticipates that overall revenues will exceed spending by one million dollars. County leadership will assess economic conditions and review projections for revenue and expenditures at mid-year 2023, to determine if changes to spending priorities and/or authorizations should be made.
