Description and Mission

The Clerk and Recorder's Department is comprised of the Recording Department, Motor Vehicle Department and is responsible for supplying a Clerk to the BOCC. The Elections Department also falls under the Clerk and Recorder but is reported seprately as that department has its own budget line item.

The Clerk and Recorder’s office has four primary departments; Recording, Clerk to the BOCC, Motor Vehicle and Elections (funded separately as Department 025).

The Recording Department is responsible for the recordation of Deeds of Trust, liens, release of liens, plat maps and a variety of other documents, including official documents for the County. By the end of 2022, all our historical records digitized, indexed and uploaded into our system. This means all documents, form 1874 to the present, will be preserved in electronic form. This will also allow the public to access these documents from the comfort of their home. The department recorded over one thousand documents each month.


The Clerk to the BOCC duties include posting agendas a variety of public County meetings, taking the minutes at many of these meetings, assuring documents passed by the BOCC are signed and recorded and manages scheduling and recording the meetings for public view.



The Motor Vehicle Department is responsible for all types of vehicle registrations. This includes registrations on new and used vehicle purchases and renewal of tabs for each vehicle on an annual basis. As of 10/31/22 there are over 40,000 vehicles and trailers registered in Elbert County. Three new Motor Vehicle stations were added in 2022 to accommodate anticipated growth.


The Clerk and Recorder’s office also issues liquor licenses and marriage licenses.


Along with the elected Clerk and Recorder, the Recording Department has two staff members, Clerk to the Board of the BOCC has one dedicated employee and the Motor Vehicle Department has six employees.

The four sections that serve the Citizens of Elbert County will continue to focus on high-quality customer service and continuously improving all operations.
