About the Probation Department
The mission of the Colusa County Probation Department is to ensure the safety of our community by implementing a balanced justice model including:
- Community protection
- Development of offender competency by means of integrity, fairness, resourcefulness, professionalism, and excellence
- Offender accountability
Significant Accomplishments for Fiscal Year 2021-22:
- The Colusa County Probation Department has continued to provide programming services both in-person and through telecommunication platforms through the Day Reporting Center (DRC), to include Moral Reconation Therapy (MRT), Batterers’ Treatment Program (BTP), Female BTP, Spanish Speaking BTP, Thinking for Good, Staying Quit, Courage for Change Interactive Journaling and Taking the High Road Cognitive Behavioral Treatment (CBT) drug education program. Over the 2021-2022 year, there has been 33 MRT, 24 Thinking for Good, 18 Staying Quit, 30 BTP (English speaking), 20 BTP (Spanish speaking) and 6 BTP (Female) program participants. In addition, the Probation Department has also continued to offer telecommunication “support groups” to provide support and guidance for our clientele. The department is continuing its efforts to expand and develop programming services through the DRC as well as working collaboratively with the Colusa County Behavioral Health department to expand needed mental health services to not only our clientele but those members of our community in need of these services.
- The Probation Department has continued to work collaboratively with the Colusa County Sheriff’s Office, District Attorney’s Office and the Court, to strengthen, develop and expand our Pre-Release program. In addition, and in collaboration with the Court we have submitted a Pre-Release program application to the Judicial Council and were approved to receive ongoing funding to help fund our program. The Department is in the process of developing an MOU with the Court to provide Pre-Release Services in conjunction with this grant.
- In accordance with SB 823, the Probation Department has worked collaboratively with the Colusa County Juvenile Justice Coordinating Council in the development of our “Secure Track” plan. The plan was completed, approved and submitted to the States Office of Youth and Community Restoration (OYCR) in accordance with State legislation. The Department continues to work collaboratively with Yuba and Sutter County Probation Departments to strengthen, expand and develop programs offered through the Juvenile Hall. This is evidenced through the recent development and implementation of a career and technical education program in the Hall’s Camp Singer, which offers justice involved youth the opportunity to learn construction and welding skills while attending the Camp. In addition, the Probation Department was awarded a grant to help fund the costs associated with the development, “build out” and strengthening of our Juvenile facility, in order to provide proper housing and services to the high risk youth being placed there as a result of SB 823.
- The Probation Department has also continued to work collaboratively with Yuba and Sutter Counties on the Tri County Juvenile Rehabilitation Facility construction project.
- The Probation Department has continued to provide early intervention services for the youth of our community, working in collaboration with the Colusa County Office of Education and the Juvenile Justice Coordinating Council to provide support and guidance, as needed, to the youth of our community, with the hopes of reducing their exposure to the Juvenile Justice System. The Probation Department has also continued with our Girls Circle and Boys Council programs, as well as sponsored Challenge Day events at the local school districts. The Probation Department is also participating, as members, in the School Attendance Review Board (SARB) and the Multi-Disciplinary Team (MDT) for the county.
- The Probation Department has continued to work collaboratively with Yuba and Sutter Counties on the Tri County Juvenile Rehabilitation Facility construction project, which began construction in February.
- The Probation Department is working collaboratively with the Behavioral Health Department, the Department of Health and Human Services and the Office of Education in the development of a Community Youth Center to address the ongoing and growing needs of the youth within our community. In conjunction with the Youth Center, the Probation Department is strengthening and expanding current programming, while at the same time looking to develop new evidence based programs to provide additional services and early intervention to not only justice involved youth, but to at risk youth to limit and hopefully prevent continued involvement in the Criminal Justice system.
Goals & Objectives for Fiscal Year 2022-23:
- The Probation Department will continue to develop and expand services, as well as provide both Evidence Based Programming (EBP) and Cognitive Behavioral Treatment (CBT) programs through the Day Reporting Center.
- The Department will look to develop additional life skills and vocational programming services through the Day Reporting Center to help provide marketable job skills and experience to our clientele.
- Expand and enhance community based supervision of probationers, utilizing a balance of evidenced based rehabilitative services, combined with increased field supervision and accountability.
- In collaboration with the Colusa County Sheriff’s Office, District Attorney’s Office and the Court, The Probation Department will continue to develop and expand our Pre-Trial program.
Summary of Major Budget Changes:
- In collaboration with the Court, the Probation Department will be receiving $160,000 in build-out (one-time) funds for the development of a Pre-Trial program. In addition, the Probation Department will receive $180,000 in yearly funds for staffing and continued costs associated with the on-going costs of running the program. This will include the cost of one full time Probation Officer.
- The Probation Department’s Chief Deputy Probation Officer position was re-classified as a Supervising Probation Officer with a total cost of $146,375. This position is fully funded through the AB 109 funding stream.
- The Probation Department has requested an additional Probation Assistant position at the cost of $65,742 for our Day Reporting Center. This cost is to be fully funded through the AB 109 funding stream.
- The Probation Department is looking at entering into a lease contract with Enterprise Rental cars to replace our existing vehicle fleet with new, up to date vehicles on an on-going basis. This will be at the cost of $33,559 annually for a five year lease. This cost will be fully funded through the AB 109 funding stream.
- The Probation Department has been approved to receive one-time grant funds for infrastructure-related needs and improvements to the Tri-Counties Juvenile Hall as a result of SB 823. Colusa County has been awarded $167,529. Colusa County is delegating their grant funds to Yuba County, as the lead agency, to complete the infrastructure project.
