Public Services: Performance Metrics
Clean, Green, Prosperous & Safe:
2022 Strategic Plan & Budget
Performance Measure: Bags of Trash and Litter Collected
Target: 20 Bags of Trash per Month
Stretch Goal: 25 bags of Trash per Month
2022 Initiatives to Improve Score: Litter Laborer Staffing Alternatives; Clean Up Colerain
Narrative: Colerain Township features a major retail corridor and several highways. For this reason, a number of vehicles pass through the Township on a daily basis. Given the high number of motorists that visit the Township, it is critical that the Township is able to keep the right of way along these corridors (as well as in neighborhoods) free to trash, debris, and litter.
In 2021, the Township hired a litter labor crew and will helping to sponsor various litter collection initiatives throughout the Township. The Township will track the amount of trash and recycled content that is collected through these programs. Throughout 2021, the Township has been unable to have both litter laborer roles filled. Because of this, the Township has extended periods of time without staff dedicated to addressing the litter issues in the community.
As an extension of these efforts, the Township has partnered with the Chamber of Commerce to roll out a "Team Up to Green Up" campaign. A key feature of this campaign is an adopt-a-block program that will help to address the litter issues along major corridors and in key business districts.
Performance Measure: Newsletter Posts per Month
Target: 14 newsletter articles a month
Stretch Goal: 18 newsletter articles a month
2022 Initiatives to Improve Score: Evidence Based Communications
Narrative: Colerain Township uses in house staff to develop and distribute content to residents through an electronic newsletter.
Performance Measure: Shelter Rentals
Target: 300 rentals per year
Stretch Goal: 350 rentals per year
2022 Initiatives to Improve Score: Park Maintenance Plan
Narrative: The vibrancy of our parks can be measured by how popular they are to rent. The Township currently has eight shelters available for rental. The peak season for rentals is from April through October. 300 rentals would result in each shelter being rented for approximately two thirds of the peak season.
Performance Measure: Park Visitors
Target: More visitors than the prior year
2022 Initiatives to Improve Score: Public Private Partnerships in Parks
Narrative: The Township tracks the number of park visitors to the three most popular Township Parks (Clippard, Colerain, and Heritage). Township parks were used heavily in 2020, due to the COVID-19 pandemic. In 2021, a new playground was opened in Colerain Park that increased attendance at that park. The Township also divided the parking lot at Clippard Park, eliminating the use of the park for cut-through traffic. This likely is the driver behind the decrease in visitors at Clippard Park.
Performance Measure: Net Street Trees
Target: More trees planted than removed
2022 Initiatives to Improve Score: Street Trees
Narrative: The Township installed a large number of trees along Niagara at the end of 2021. Overall, the Township is seeking to enhance the appearance of various neighborhoods through an aggressive street tree planting program.
Performance Measure: Pavement Condition Scores
Target: Good/Satisfactory Streets exceed 25% of total mileage
2022 Initiatives to Improve Score: Road Communications
Narrative: The Township re-evaluates its street scores once every three years. In 2020, the Township completed a full reassessment of all Township maintained streets. Through the road program and other daily activities, the Township is seeking to maintain or improve our overall Pavement Condition Index score.
