Summary of Personnel
The business of providing public services is a people-driven endeavor. Our product is our people and the services they provide with their time and their talent. Colerain Township is lucky to have an authorized strength of 288 positions that allow the Township to hire some of the most dedicated and talented public servants in the region. While the total authorized strength of the Township is 288 positions, due to employee turnover and seasonal roles, the Township typically employees closer to 250-260 employees at any given time. 64% of all employees are full time (184 full time roles).
In 2019, the Board of Trustees adopted the first organizational chart, roster, and all job descriptions for every authorized position within the Township. Prior to 2019, staffing levels were not measured by authorized strength, and were measured by the number of hired individuals at any given time. This year’s budget book and following tables account for the full authorized strength of employees that might be employed at any given time. Please see the below chart and narrative for total Township and Departmental detail. The roster is found in Appendix E and all job descriptions are posted on the Township’s website.
Department of Fire & EMS
Description of Staffing Changes
Three additional fire fighters are budgeted for 2022. With the increase in overtime and the need to brown out certain unit, the Department has not been able to fully capture all available EMS billing revenue. Adding these three positions will result in an additional individual being available for each unit day to ensure more apparatus are available for deployment. Ultimately, this should help with response times and increase revenue. The Department has now fully several Captain roles into Lieutenant roles to better serve the needs of the Department. This provides the Township with six station Captains and twelve station Lieutenants. The Department is also seeking the addition of an executive assistant. Currently there is zero administrative support for the Department’s 160+ employees. Overall, the Township has transitioned from a heavy reliance on part-time personnel in the Fire Department to a full-time model since 2014.
Bargaining Unit
The Fire Department has one bargaining unit (IAFF Local 3915). Of the 165 employees, 82 employees (50%) are members of this union which is comprised of all full-time firefighters, lieutenants, captains, and battalion chiefs. This union contract was renegotiated in Fall of 2019 and will extend through December 31, 2022.
Police Department
Description of Staffing Changes
During 2021, the Police Department absorbed the Code Enforcement functions, added an additional School Safety Officer, and added a new sergeant role that would staff the Impact Unit. The School Safety Officer was paid for by the Northwest Local School District. For 2022, the department is proposing to add five additional patrol officers and one additional records clerk. This recommendations coincide with recommendations from the staffing study conducted by the University of Cincinnati. These additional roles will allow the department to better respond to crime, be more proactive with patrols, and fully staff the newly created impact unit.
Bargaining Unit
The Police Department has two bargaining units (FOP-GOLD & FOP-BLUE). Of the 80 total employees, 59 employees (74%) are members of these two unions. Both of these bargaining unit contracts were renegotiated in 2020 and extend through December 31, 2023. The FOP-GOLD bargaining unit is comprised of all Sergeant positions within the Police Department. The FOP-BLUE bargaining unit covers all sworn police officers in the Department.
Public Services Department

There are no changes proposed for 2022.
Bargaining Unit Detail
The Public Services Department has one bargaining unit (AFSCME Local 3553). Of the 39 employees, 16 employees (41%) are members of this union. This union represents this Department’s Supervisor Foreman, Maintenance Workers, and Bus Driver. This union contract was renegotiated in Fall of 2019 and will extend through December 31, 2022.
Development Department

Department of Administration
Description of Staffing Changes
For 2021, the Administration Department is proposing the addition of a communications specialist. This new role is proposed to be funded exclusively with American Rescue Plan dollars. At this past year’s Town Hall meetings, communications were once again a focal point of the resident feedback. This role will allow the Township to better communicate with residents and to ensure that the Township’s brand is consistent through all mediums.

Collective Bargaining Snapshot
Colerain Township currently has four different bargaining units: AFSCME Local 3553, FOP-BLUE, FOP-GOLD, and IAFF Local 3915. These employees negotiate their annual wage increases and they are found in each of the collective bargaining agreements, therefore these employees are not eligible for the annual merit pool. It is also worth noting that anything found in a union contract supersedes Township adopted policy. 80% of full-time employees are in a union.
