2023 Park Projects
P2023-01; Tilsen Park Playground Replacement

Replace playground equipment. The existing structure was originally installed in 1998.
Due to the age of the structure and the difficulty obtaining repair parts, upgrading the equipment will provide a safe and functioning playground for park users
P2023-02; Eastside Park Volleyball Court
Install a sand volleyball court in the park, volleyball use has increased throughout the park system.
It is the Park Commission's recommendation to add volleyball courts to address an unmet need.
Currently, temporary nets are being set up on fields, causing damage to grass and athletic fields.
P2023-03; Oakdale Park Trail Repaving
Repave existing trails to improve the condition, ADA compliance, and extend the life of the trail system in the park.
The pavement has begun deteriorating due to normal wear, and tree root heaving. The trails receive a high volume of use on a daily basis and repaving will provide trail users a safe, well maintained trail system.
P2023-04; Willowbrooke Commons Park

Willowbrooke Commons, is the largest of the three parks planned for this development. This park is referred to as "Park 2 SE Quadrant Park (Preliminary Plat, Outlot Q)".
The Master Planned Unit Development Agreement between the City and developers of the Willowbrooke specify the City shall construct and maintain as public parks the following three parks to coincide with the development of each phase.
This park is proposed to be financed over two years, with $1,500,000 in 2023 with existing Park Capital Funds, and the remaining $1,439,000 paid for with Bond proceeds in 2024.
P2023-05; Willowbrooke Trails

Repave the existing trail on the south side of 36th Street from Ideal Avenue to Upper 38th Street as part of the 36th Street reconstruction project. The trail will also be extended from Upper 38th Street to 40th Street.
The Master Planned Unit Development Agreement between the City and developers of the Willowbrooke specify the City shall construct and maintain the entire public trail and sidewalk system within the open space to coincide with the development of each phase.
P2023-06; Willowbrooke Open Space

Willowbrooke Open Space Restoration Project includes activities to design, install and maintain approximately 12.6 acres of native and pollinator friendly plant communities in Outlots A, B & G within Willowbrooke. Project includes 3 years of "grow in maintenance".
The City is responsible for the establishment and maintain the open space, as described in the Master Planned Unit Development Agreement between the City, White Star Farms, LLC and U.S. Home Corporation
2024 Park Projects
P2024-01; Tanners Park Playground Replacements

Replace the existing tot lot / play structure. The existing structures were originally installed in 1995.
Due to the age of the structure and the difficulty obtaining repair parts, upgrading the playground will provide a safe and functioning playground for park users.
P2024-02; Guthrie Volleyball Court
Install a sand volleyball court in the park, volleyball use has increased throughout the park system.

P2024-03; Walton Ballfield Lighting Upgrade to LED
Replace the four existing fields' high pressure sodium ballfield light fixtures with LED fixtures.
The current lighting system was installed in 1989. The existing fixtures are obsolete and finding replacement parts has become increasingly difficult. The lights are proposed to be replaced with high efficiency LED fixtures that have the ability to increase lighting levels on the field and reduce light glare outside of the ballfield area simultaneously.

Installation of new trail segments within the open space north of 40th Street.
The Master Planned Unit Development Agreement between the City and developers of the Willowbrooke specify the City shall construct and maintain the entire public trail and sidewalk system within the open space to coincide with the development of each phase. This portion of the trail development is anticipated to occur during 2024 and 2025.

2025 Park Projects
P2025-01; Oakdale Park Playground Replacement

P2025-03; Community Garden
Establish a community garden location for residents who don't have the space for their own onsite garden. The project would include site preparation, fencing, and possibly a water supply.
There are a number of apartment and townhome residents that don't have the opportunity to grow their own food. A location for this project is not currently identified.

Willowbrooke Neighborhood Park West, is located is the most southwestern corner of the development area. This park is referred to as "Park 3 SW Quadrant (Preliminary Plat, Outlot T)".
The Master Planned Unit Development Agreement between the City and developers of the Willowbrooke specify the City shall construct and maintain as public parks the following three parks to coincide with the development of each phase.
P2025-05; Willowbrooke Neighborhood Park West Parking Area

Hayward Avenue North is being extended as part of Willowbrooke 7th Addition to provide access and parking for the future Neighborhood Park North city park. A total of 77 parking stalls will be provided within the City right-of-way.
Neighborhood Park West will serve both residents of Willowbrooke and other Oakdale residents. Hayward Avenue North will be constructed by the developer as part of Willowbrooke 7th Addition. The City's cost share for the parking area is estimated to be $200,000 contingent upon an agreement with the developer. The developer will pay the remainder of the costs.
2026 Park Projects
P2026-01; Northdale Park Playground Replacement

Replace the existing tot lot / play structure. Structure was installed in 1999.
Due to age of the structure and the difficulty to obtain repair parts, upgrading the playground equipment is a necessity in order to provide a safe and functioning playground for park users.
P2026-02; Tanners South Parking Lot Repaving

Repave existing trails to improve the condition, ADA compliance, and extend the life of the trail system in the park.
The pavement has reached the end of its useful life, parking lot is becoming a maintenance issue to both vehicle traffic and winter snow removal equipment.
P2026-03; Golfview Pickleball Court with Lighting

Due to the popularity of the sport, installation of additional pickelball courts in the community are being requested.
It is the Park Commission's recommendation to add pickleball courts to address an unmet community need. Pickelball is a growing sport for all ages. The addition of lighting will allow for users to access the courts after sunset.
P2026-04; Eastside Park Tennis Court Practice Wall

Wood practice wall was removed in 2018 due to deteriorated condition. The project would install a new fiberglass or concrete fiber wall that is quieter and has lower maintenance costs that a treated wood wall.
Parks Commission recommends replacing this feature located within the tennis court area to replace the previous deteriorated wall.
2027 Park Projects

P2027-04; Horseshoe Park Cornhole Equipment

Due to growing popularity, installing permanent concrete cornhole equipment would provide more activities for park users along with the existing horseshoe courts which currently are located in the park.
There is currently no permanent cornhole equipment located throughout the Oakdale Parks system. Adding this feature into the system would provide users the opportunity to enjoy and expand the game of cornhole.
