2023 Technology Projects

T2023-01; Hadley Room A/V Zoom Upgrade

The upgraded system would accommodate newer computer connections, including using the Zoom Room product with a two way ceiling speaker system. It would integrate with Microsoft Outlook for real time room scheduling and have a touch panel for easy device connectivity.


The Hadley room's projector system is at the end of its useful life. The room requires constant setup and takedown by staff and does not have the appropriate connections for Zoom meetings. The complexity of the setup by non-technical staff results in lower than desired utilization. The ceiling speakers are one way and cannot be used in a Zoom style meeting. Exposed cables for meetings creates a constant tripping hazard.

T2023-02; Surveillance Camera Upgrade

Useful lifetime span is seven years for indoor cameras and five years for outdoor cameras. Three remaining analog cameras, which attach to the current system by way of converter boxes, are at the end of their life. The newer digital cameras have better visual clarity, audio, security features and remote capabilities.


With the pending PD addition, it is recommended to upgrade these analog devices to help alleviate the continuing problems associated to supporting the aging cameras and its replacement parts. Migration and integration with the Metro-Inet surveillance system would increase the level of technical support and modernize Oakdale's equipment, which is currently at end of life.


This cost represents the one-time software licensing fee of $25,000 and replacement of approximately 21 cameras, at $1,000 per camera. The annual software licensing charge of $12,000 and annual cloud storage charge of $12,320 are included in the IT operating budget.

T2023-03; Tanners Lake Camera Upgrade

This project will provide better surveillance camera coverage of park facilities at Tanners Lake. New IP cameras have higher resolution/quality images and will provide a live view to the Police Department. Additional project planning will be needed, including possible pole relocation and/or tree removals.


The present system has limited capabilities and is only able to provide onsite video management, preventing the view of activity in real time. Replacement of the damaged south pole camera has been postponed for three years, leaving three cameras to capture video footage. Aging onsite server and equipment are subject to temperature fluctuation, improper ventilation, and high humidity due its location in a plumbing closet. Additional digital cameras could be added to help with area vandalism, although limited options currently exist due to obstructed views as a result of tree density.


Included in the project is the purchase of nine cameras (to replace the four that are existing) and the installation of conduit/fiber to replace the existing copper line that exists. The annual data charge from Centurylink is included in the IT operating budget.

T2023-04; Desktop Phone Replacement

The City's current phone equipment is nearing its end of life, and along with FCC changes, will require major upgrades and phone carrier changes. This project is the migration to the Metro-Inet consortium-wide Cisco phone system in place of the current phone system.


The backbone network switches for the current phone system will reach end of life in January 2024. There are bottlenecks for computers with phones that have no gigabit connections for everyday operations. The MetroInet phone system has the ability to have no physical phone on desktops, resulting in reduced operational spending. In 2024, the FCC will require all phone carriers to upgrade their services from copper connections to fiber. This fiber build will be passed onto the City of Oakdale. Consolidated Communications provides phone carrier services and is on a month to month payment which can be raised at any time due to an unsigned contract. They are requiring all existing customers to sign a more costly 3 year agreement as the time draws closer to the FCC deadlines. With the upcoming FCC changes, the City will need to make costly upgrades to its existing phone system in order to be functional under the new requirements. Switching over to the consortium's phone system will save the City money in both reduced equipment and phone carrier service fees.


The total project is budgeted at $62,230 with $34,030 of annual licenses that are paid out of the IT operating budget. The amount in the CIP is only for physical phones.

2024 Technology Projects

T2024-01; Discovery Center A/V Zoom Upgrade

Upgrade the existing equipment with wireless capabilities, greater device connections/compatibility, and better visual clarity and brightness. The proposal would change the Discovery Center's classroom area into an easy to use Zoom Room, allowing for a touch panel environment with the ability to join a Zoom meeting in a single tap. Scheduling of meetings could be completed using Microsoft Outlook.


The current projection system has reached the end of its useful life and does not accommodate for more recent changes in technology. There are frequent conflicts with both City and guests’ computers overriding the audio system, causing staff to have to search and reconfigure a device’s audio settings. When using both classrooms, those farther away from the white board struggle to see the details of a presentation. There is a damaged wall connection that has to be repaired and recabled.

T2024-02; Public Works Facility Technology Upgrades

Although most personal computers and associated equipment will be repurposed upon completion of the project, additional equipment will be necessary after construction of the facility is complete.


The estimated cost to complete the construction of the facility doesn't include the necessary cabling, hardware, and other components to complete the finished space.

2025 Technology Projects

T2025-01; Police Department Technology Upgrades

Although most personal computers and associated equipment will be repurposed upon completion of the project, additional equipment will be necessary after construction of the facility is complete.


The estimated cost to complete the construction of the facility doesn't include the necessary cabling, hardware, and other components to complete the finished space.

Although most personal computers and associated equipment will be repurposed upon completion of the project, additional equipment will be necessary after construction of the facility is complete.
