2024 Building Projects
B2024-01; Construction of New Public Works Facility
Construction of a modern public works facility to serve the residents, businesses, and visitors of Oakdale.
The current metal building is approaching 40 years of age. At the time the facility was completed, the Oakdale population was approximately 15,000 - while staff anticipates a population of nearly 35,000 by 2027.
The roofing, block walls, and HVAC systems have reached the end of their useful life. There is moisture and mold in the transient (underground) duct work. The building is too small to store and maneuver modern equipment. The current site is too small to allow for the expansion or construction of the public works facility.
The project may be financed through a combination of sales tax and property tax levy. The ballot for 2022 includes a request for $22,000,000 over 25 years. Staff doesn't believe the actual LOST will support the ballot language for both this and the PD project. Staff believes the project will cost closer to $28,000,000.
B2024-02; Repaving North Fire Station Parking Lot
Repaving the parking lot around the north fire station.
The existing asphalt has reached the end of its useful life. The concrete panels have severe joint deterioration. These conditions make it difficult to maintain and plow the lot.

2025 Building Projects
B2025-01; Construction/Expansion of Police Department Facility & Garage
Remodel and expansion of the current police wing of City Hall to accommodate the interior storage of vehicles, training space, additional office, storage space, and facilities for a diverse work force.
The current building is over 30 years of age. At the time the facility was completed, the Oakdale population was approximately 18,000 - while staff anticipates a population of nearly 35,000 by 2027.
Police vehicles are currently stored outside, which is not secure, nor does it protect the technology equipment that is installed in vehicles.
The project may be financed through a combination of sales tax and property tax levy. The ballot for 2022 includes a request for $14,000,000 over 25 years. Staff doesn't believe the actual LOST will support the ballot language for both this and the PW project. Staff believes the project will cost closer to $19,000,000.
B2025-02; City Hall Rooftop A/C Unit
This air conditioning unit is located on the City Hall east side rooftop (Located above the admin offices; needed regardless of the City Hall Remodel). It cools the east side of the building.
This unit should be replaced in the next 3-5 years with a lead time of 4-6 months to order the unit. The installation of a new unit and the removal of the old unit requires the assistance of a crane.
2026 Building Projects
B2026-01; City Hall Remodel
Remodeling of the lower and upper levels of City Hall to replace the carpet, wall coverings, and space allocation due to staffing changes within each department. The front entrance will be redesigned to be more welcoming, secure, and accommodating for City Hall visitors. The current structure is also lacking a fire suppression system, which is proposed to be added.
The current building is nearing 45 years of age. At the time the facility was completed, the Oakdale population was approximately 12,000 - while staff anticipates a population of nearly 35,000 by 2027.
The floor and wall coverings have reached the end of their useful life. The lighting and HVAC can be replaced with more energy efficient options. The building does not meet the fire code.
The 2022 CIP contained $1,200,000 for City Hall Rehabilitation. Staff believes additional funding is needed to remodel the structure to improve customer service and citizen engagement.
B2026-02; City Hall Elevator Modernization
The City Hall elevator is original to the building (1979) and has exceeded its life expectancy.
Most of the components for the elevator are original and many parts are obsolete. Additional building work may be needed but is not accounted for at this time.

B2026-03; City Hall Digital Controls
City Hall building temperature controls are all pneumatic (air actuated devices). Most of these components are original to the building and have exceeded their life expectancy. Currently, the components are replaced upon failure.
Updating the current pneumatic system to a digital control system provides more accurate temperature control, saves energy and has the option of remote monitoring and control capabilities.

B2026-04; City Hall Access Control System Upgrade
Replace the existing basic level DSX access control system to a cloud-based system. This upgrade would be planned around a new facility.
The cloud-based control system is the newest technology that allows for controlled access from anywhere. This includes upgrading the card readers. The last hardware update was in 2017 so the system should be updated in the next 3-5 years.

B2026-05; City Hall Libert Data Center A/C Unit
The Liebert Data Center Air Conditioning Unit is located on the second floor in the computer equipment room. The current unit is 11 years old and has an ASHRAE (American Society of Heating, Refrigeration, and Air Conditioning Engineers) median life expectancy of 15 years.
This unit should be replaced in the next 3-5 years with a lead time of 6 months to order the new unit. This unit maintains the proper temperature for the room that houses City Hall servers. (GIS, Daily Operations, Phones and Phone Switches) This is where the fiber comes into the building.
