Department Overview
Human Resources manages employee relations, organizational development and learning, benefits and wellness, compensation and classification, payroll and timekeeping and talent acquistion.

We are a solutions-focused team of dedicated human resources professionals who serve Boulder County’s most valuable asset–our employees–by providing services to attract, develop, motivate, and retain a diverse workforce.

Description of Divisions and Services
Classification and Compensation
This team’s goal is to provide and maintain a program that reflects the importance of public service and attracts, retains, and rewards a qualified and diverse workforce. Within the boundaries of fiscal responsibility, compensation shall be externally competitive and internally equitable. The county adheres to non-discriminatory pay practices. The current compensation plan includes Funded Pay Range Movement, Merit Pool, Market Adjustments, Livable Wage Increase, Spot Bonus Pool, RTD EcoPass Program, and PERA Retirement Funding.
Employee Benefits
This team provides information and enrollment services for employee benefits including medical, dental, vision, pharmacy, critical illness, accident, & hospital indemnity insurance, short- and long-term disability, flexible spending and health savings accounts, family medical leave and caregiver leave, ADA accommodations, parenting resources, life insurance, and counseling services provided through our Employee Assistance Program.
Employee Relations
This team supports employees and managers with coaching, personnel and policy manual interpretation, discipline and complaint procedures, documentation, HR processes and investigation processes.
Payroll & Timekeeping
This team processes county employee payroll and provides support to county payroll coordinators and employees in each department. This team also processes employee life cycle changes for every department, as well as changes to employee elections for withholdings such as taxes and 401k/457 investment opportunities.
Talent Acquisition
This team makes hiring employees easy, equitable, and enjoyable by assisting with job posting, interview prep, interviewing, hiring, and onboarding.
Wellness Programs
This program provides opportunities for employees and their families to develop and enhance their physical, social, career, financial and community health through behavior change programs, supportive policies, and educational opportunities in an effort to elevate the well-being of every Boulder County employee. This award-winning program has made the list of the Healthiest 100 Workplaces in the nation every year since 2015.
Organizational Development and Employee Learning
This team provides employee development services through learning, certificate programs, tuition assistance programs, and leadership development programs.
Goals and Objectives
Human Resources is updating its current strategic plan with a focus on racial equity and data-driven decisions. Our priorities for 2023 include addressing feedback from the 2022 employee engagement survey including career growth and workload, improving equitable hiring, providing learning opportunities for employees, showcasing our family-friendly workplace, and upgrading our Human Resources Information System.
