Department Overview

The Office of the County Administrator (OCA) oversees the following Boulder County departments:

The OCA also supports the internal operations of the county via the Business Operations division, which provides administrative support to four internal services departments; the Recovery and Resiliency Division, which coordinates cross-departmental disaster recovery efforts; the Communications Division, which coordinates communications standards and manages internal communications and language access; and staff who lead economic vitality initiatives and coordinate the property valuation appeals process. Together we ensure the success of our Commissioners’ strategic priorities.

Description of Divisions and Services

Administrative and Mail Services, Information Desk & Communications

Core strategic and administrative team coordinates cross-departmental county initiatives including the countywide strategic planning and employee engagement efforts, leadership of internal and cross-departmental communications, internal website content development, language access standards and programs, coordination of the annual internal policy review process as well as county mailroom and information desk operations, employment application dispensation, pool car reservations, verification of employments, countywide employee events coordination, contracts management, accounts payable and payroll matters for four internal services departments.


Board of Equalization (BOE)

The BOE’s mission is to assure just and equalized property tax assessments, and to ensure taxpayers have full access to the appeal system. The Boulder County Board of Commissioners sits as the Board of Equalization. When a property-related question or dispute is not resolved at the Assessor level, the Board of Equalization determines the value of the property in Boulder County. The term “equalization” refers to the collective valuation of different classes of property: residential, commercial, agricultural, etc. The values of all similar properties in a class are considered to see if an adjustment is warranted for a specific property.


Recovery and Resiliency Division (RRD)

RRD coordinates countywide outreach, engagement and programs immediately following disasters experienced by the community including those arising from climate change (fire, flood, etc.). In collaboration with external partners and following immediate disaster safety- or public health-related response, RRD prioritizes and coordinates programs, resource provision and communications to equitably support and speed recovery and inform enhanced resilience. The department coordinates requests for federal, state and local direct or reimbursement support.

Goals and Objectives

In 2023, OCA's goals consist of the following:


  • Publish the 2023 Commissioner Strategic Priorities Progress Report and aid Board of County Commissioner's (BOCC) identification of 2024-2028 strategic priorities
  • Update and enlist BOCC support for the Recovery and Resilience Plan
  • Continue critical Marshall Fire recovery work
  • Propose and secure BOCC support for County Language Access Strategy approval and complete Phase 1 projects
  • Complete successful and compliant annual property tax appeals process
