Department Overview

The Clerk & Recorder oversees the divisions of Elections, Motor Vehicle, and Recording. In compliance with Colorado Revised Statutes and Election Rules, the Elections Division is responsible for planning and conducting accurate and efficient federal, state and local jurisdiction elections. The Elections Division also uses the statewide voter registration system to register new voters and maintain voter registration records. The Motor Vehicle Division provides the best in public service by accurately titling and registering vehicles for Boulder County residents, while following legal requirements established in Colorado Revised Statutes. The primary function of the Recording Division is the recording of documents and permanent archiving of over 10 million records in compliance with Colorado statutory requirements. Other duties include the issuance of marriage and civil union licenses.

Description of Divisions and Services

Administration

The Administration Division manages operations, personnel, budget, finance (Procure to Pay), contracts, grants, IT, Security, Emergency Response, and Strategic Planning for the primary functions related to Elections, Motor Vehicle and Recording Divisions. Additional responsibilities include ensuring statutory compliance, employee development and collaborating with the public, county offices, departments, and various other agencies. Responsible for the advancement of equity and inclusion initiatives in our office.


Elections

The Elections Division is accountable for conducting accurate, accessible, transparent, and verifiable elections for Boulder County residents in compliance with Colorado Revised Statutes and Election Rules. The Division also uses the statewide voter registration system to register new voters and maintain voter registration records.


Motor Vehicle

The Boulder County Motor Vehicle Division is the branch of the Clerk & Recorder’s office that certifies motor vehicle titles and registrations and acts as a division of the Colorado State Department of Revenue. Services provided include vehicle registration, license plates, persons with disability placards, and collecting fees and taxes. Each month, our three branches in Boulder, Longmont and Lafayette assist an average of 16,000 members of the public. The Bookkeeping Division is responsible for collecting an average of $8.33 million in revenue per month and disbursing the funds in accordance with Colorado law.


Recorded Documents & Data

The Recording Division stores real estate documents, such as deeds, deeds of trust, quitclaim deeds, liens, and subdivision plats for public notice and provides copies of recorded documents. This team also issues, maintains, and provides copies of marriage and civil union licenses.

Program Highlights

Motor Vehicles

The Motor Vehicle Division saw two significant improvements to our ability to provide the best in public service in 2022. The Division adopted an appointments-only service model to reduce wait times and provide the public with a more accurate timeframe to complete their transactions. Concurrently, a new queing system upgrade occurred to allow the public to check in from their cell phones and provide a more efficient way to message public members regarding their appointments. The new system allows for messaging in multiple languages which has been especially helpful with our Spanish-speaking population.


Recording

The Recording Division continued to excel at providing exceptional public service by providing and recording real-estate documents and marriage licenses. In early 2022, the Recording Division quickly ensured that victims of the Marshall Fire had access to high quality information regarding replacement of lost documents via outreach and website updates, and waived all associated costs for impacted community members. The Division also completed a process to select a new, modernized program for the recording and searching of real-estate documents.


Elections

The Elections Division successfully conducted the 2022 State Primary Election and the 2022 General Election for Boulder County voters, including the successful execution of two recounts immediately after the State Primary. The work to conduct the election included registering voters, mailing out ballots, processing ballots, and setting up in-person voting opportunities. Turnout for the 2022 General Election was 74.4%, with over 55,000 ballots being returned on Election Day alone. During the General Election, the Elections Division also offered in-person Spanish-language ballots for the first time. Outside of preparing and executing these elections, the Division also promoted a “Know Your Voting Rights” campaign with voting information intended to support the diverse experiences, identities, and backgrounds of Boulder County voters.


Administration

The Administration Department of the Clerk and Recorder’s office played a significant role in supporting all divisions in achieving their goals. This included the onboarding of hundreds of election judges and workers, processing the contracts and invoices from vendors, processing grants, creating strategic action plans for equity and inclusion work and physical security in the office, managing personnel matters, managing the budget, coaching staff, leading the organizational accountability program, and more.
