Fund name
Capital Expenditure Fund
Annual Budget 2023
Fund Summary
This Capital fund is used for the acquisition, renovation, or construction of major capital facilities and infrastructure replacement. The nature of the capital projects ranges from large multi-year building construction jobs to smaller work order programs to address remodeling of existing office space. Projects are managed by the Building Services Division.
Revenue for this fund comes primarily from property tax. A levy of 1.216 mills will generate $11,159,888 in budgeted net property taxes. The multi-year nature of capital projects can produce a significant variance in fund balances from one year to the next. In 2023, Building Services plans to wrap up the buildout of the Southeast Boulder County HUB and start construction on the voter-approved Alternative Sentencing Facility next to the jail on Airport Road in Boulder. The 2023 adopted expenditure budget of $15,428,217 includes the following appropriations:
- General Reconstruction ($6,896,004)
- Infrastructure ($1,979,000)
- 2012 Coroner and HUB Certificates of Participation ($1,659,360)
- 2020 Certificates of Participation ($4,893,853)
