General Fund Description
The General Fund serves as the primary reporting vehicle for current government operations. The General Fund, by definition, accounts for all current financial resources not required by law or administrative action to be accounted for in another fund.
General Fund Budget Highlights
Overall increase of 12% from FY22 Budget, balanced at $65,610,908
Expenditure Highlights:
- Up to 6% merit pay
- Double longevity pay (inflation)
- Police Department competitive pay adjustments
- Health insurance 10% increase
- 91% increase in training for all departments
- Commissioner's discretionary accounts increased to $10k
- Annual debt reduction of $1.2M
Eighteen new positions:
- Two Crossing Guard positions (Police Department)
- Eighteen - new Firefighter positions (Fire Department) *Updated
- Division Chief - Training & Safety (Fire Department)
- Web Content and Social Media Analyst position (Information Technology)
- GIS Coordinator position (Information Technology)
- Two Multiple Code Inspectors (Community Development - Building)
- Parks Worker (Parks & Recreation Department)

Major Capital Items:
- 20 new vehicles ($933k)
- Fire Engine #51 replacement ($800k)
- Two Ambulance replacements ($588k)
- ADA Playground ($350k)
- VFW Audio & Video System ($90k)
- Kit Land Nelson Park Gazebo replacement ($80k)
- Kit Land Nelson Park Restrooms/Racquetball roof ($45k)
Revenue Highlights:

- Taxable value increased $917M or 21.8% over FY22
- $3.6M or 21.5% increase in property tax revenues
