Parks Capital Projects
2025 - 2029 Capital Improvement Plan
Anoka County Parks manages its capital improvement costs within the Parks & Recreation Fund. Overall, we have been fortunate to receive most of the needed funding through various grants and bonding from the State to help manage a very extensive and well used County Park System.
We track projects within in three main areas: Bunker Beach Water Park, Chomonix Golf Course and Park Improvements.
Park Improvements
- Anoka County has 11,500 acres of open space within 27 parks and conservation areas. These include numerous trails, recreation areas, gathering spaces and trails.
- Park improvements for 2025 total $12.280 million. These capital improvement projects mainly focus on park infrastructure, which includes roads, park systems and building projects within the parks.
- Most of the costs are covered by the Transportation Advancement Tax, Met Council Grants and ARPA Funding. There is currently no plan to use funds from Asset Preservation for these projects. In this section, you can go into further detail.
Bunker Beach Water Park
- Bunker Beach is the largest outdoor water park in Minnesota. Each year, a thorough walk through is completed to ensure all parts of the park are working optimally and proper maintenance is completed. Areas of improvement are identified and scheduled over following five years. This approach ensures the park is running safely and efficiently.

Bunker Beach is generally thought of operating as its own enterprise, with the concept of covering all its costs.
- For 2025, capital improvements spending totals $970K and $4.846 million is planned for years 2026-2029. These improvements are being funded through both grants and excess budgeted funds.
Chomonix Golf Course
- The golf course has been covering its operating costs since 2020. The Asset Preservation Fund has provided funding for capital improvement and capital equipment spending in prior years.
- This year's plan shows the Chomonix operating budget funding the capital equipment plan going forward. This will present the full cost of the annual operations for the golf course.
- It is important to note that there was a reserve deficit of over $975K that was absorbed by the Parks Fund in the past (this affects Core Reserves).
- There are no current capital improvements planned for the golf course. However, the planned capital equipment spending totals $37,500 for 2025 and $325K for years 2026-2029.
